Since Brexit in 2020, UK carriers are no longer required to offer free roaming in the EU. In 2026, EE charges £2.47/day, Vodafone £2.42/day, Three £2/day, and only O2 maintains included roaming with an FUP limit. What changed with Brexit: roaming is no longer a right

Before 2020, EU Regulation 531/2012 (Roam Like At Home) required EU and EEA carriers to offer roaming at no additional cost. When the UK left the EU on January 31, 2020 (full transition in December 2020), that regulation stopped applying to British carriers.

The four major carriers took different routes:

• EE reintroduced charges in January 2022: £2/day in Europe (47 destinations), increased to £2.47/day in 2024.
• Vodafone charges £2/day in the Europe Zone (49 countries), increased to £2.42/day in May 2025.
• Three maintains free roaming on Go Roam (71 destinations, including the EU) only for contracts signed before October 2021; new customers pay £2/day.
• O2 continues to offer included roaming in 49 European destinations (Europe Zone), but with a 25 GB/month FUP limit — if your UK plan has unlimited data, you only get 25 GB in Europe before O2 charges £3.50/GB for additional usage.

Those FUP limits come from the old European regulation (the Fair Use policy calculated a cap based on your monthly contract price). O2 adopted the legal minimum of 25 GB; Three applies a 12 GB/month cap on Go Roam for current contracts.

Example: one week in Spain

John travels from London to Madrid for 7 days (Monday to Sunday) and uses 8 GB total for Google Maps, WhatsApp, and occasional streaming.

• EE: 7 days × £2.47 = £17.29. John has a 100 GB/month UK contract; in Spain he uses the same data with no additional limit, but pays the daily charge.
• Vodafone: 7 days × £2.42 = £16.94. Coverage via Movistar (Spain). The 25 GB limit from his UK contract isn't an issue because John only uses 8 GB.
• Three: £14.00 if he has a new contract (£2/day × 7). If his contract is from before October 2021, roaming is included with a 12 GB cap — John uses 8 GB, no extra charge.
• O2: £0 (included). John doesn't exceed the 25 GB FUP. If John used 30 GB in the week, he would pay (30 GB – 25 GB) × £3.50 = £17.50 extra.

Coverage areas: where post-Brexit roaming applies

All 27 EU countries are covered by all British carriers (EE, Vodafone, Three, O2). In addition:

• Iceland, Liechtenstein, Norway (EEA): included in the Europe zones of all four carriers.
• Switzerland: included by EE, Vodafone, Three (Go Roam); O2 classifies it in Europe Zone.
• Turkey: included by Vodafone (Europe Zone) and Three (Go Roam); EE and O2 exclude it (classify as International Zone, £6–£7/day).

When a British phone roams in the EU, the British carrier has agreements with local operators. Examples:

• Spain: EE, Vodafone, and O2 connect to Movistar or Orange Spain. Three uses Movistar.
• France: all four use Orange France or SFR.
• Italy: mostly TIM or Vodafone Italia.
• Germany: Telekom Deutschland (T-Mobile DE) or Vodafone Deutschland.

O2 is the only British carrier that doesn't charge for roaming in Europe, but applies a 25 GB/month FUP limit. Three also has a 12 GB/month FUP on Go Roam for new contracts (post-2021).

What happens if you exceed the limit?

• O2: £3.50/GB additional. If your UK plan has unlimited data, in Europe you only get 25 GB before charges. O2 sends an SMS at 80% (20 GB) and another at 100% (25 GB). After 25 GB, each additional GB is charged automatically.
• Three: £3/GB additional after 12 GB on Go Roam. Three recommends buying a Data Passport package (£5/day for unlimited data) if you plan to use more than 12 GB in a month.

Those limits apply per billing period (28–31 days, depending on your contract cycle). If you travel two weeks to Spain in July and another two in August, the FUP counter resets between months.
